Arthur Shapiro, PhD, has been a teacher in junior and senior high schools, a high school principal, director of secondary education, assistant superintendent and superintendent of schools in nationally prominent urban, suburban and rural districts. He was professor of education at George Peabody College of Vanderbilt, directed the first off-campus doctoral center at the University of Tennessee and has served multiple times as department chair of the Educational Leadership and Policy Studies program at USF. 

Shapiro writes and consults nationally and internationally for policy, leadership, curriculum and supervision, educational reform and change strategies, such as decentralizing large schools into small learning communities and other constructivist models, such as identifying which educational reforms are effective and which are not. He was also lead consultant for improving the Republic of Macedonia鈥檚 completely decentralized school system.
